“Since the High Council of Justice refers only to the judge assessment
of 2005-2006, I would ask an annual assessment of judges, and to not
promote their careers without referring to their most recent
performance”, declared the Minister of Justice, Nasip Naco.
This was his reply to the President’s declaration and the HCJ leader, who declared that the HCJ is a mechanism that has increased standards.
The public debate for the need of reforms at the HCJ started after the Minister for Parliamentary Relations, Ilirian Celibashi, declared on an interview for Top Chanenl that the HCJ is not an institution that enjoys credibility as government of the judiciary even within the community of judges.
According to Celibashi, one of the points that needs to be reviewed is the election of HCJ members. The reform within the HCJ seems to have turned into an imperative need, since the Albanian judiciary is seen each year by the public as the sector with the highest level of corruption, while in the past there were accusations of being dependant from politics.
The Minister of Justice expressed his reserves for the Supreme Court, during a meeting with the Spanish Ambassador, Rafael Perez. Naco was concerned about the high numbers of cases that are submitted each year in the court, compared to the low number of people who review them, or to the low number of unanimous verdicts”.
