Mystery of Advocacy School

One of the Berisha government decisions during the power transition
period was apsing a 25.000 square meter land to the construction of the
National Advocacy School. The land can be found near the helicopter
hangars in Lapraka.

Such a large area for only 500 students has increased suspects that the land might not be given only for the school, but also for other business constructions. This is also for the fact that the Tirana regulation plans in this area were initially focused on a commercial center, not a law school.

“The National Advocacy School will start working on November 9th, and will continue for nine months. We know that the past government left power by the end of August 2013, but during this time they have given away 25.000 square meters of land for the construction of a school. This has raised suspicions on the Real Estate Registration Office, who haven’t started registering it yet”, declared Saimir Visha, leader of the Criminal Lawyers’ Association.

A Council of Minister decision issued August 7th says that the 25.000 meters pass from the Ministry of Justice and the National Chamber of Lawyers to the Ministry of Defense.

This area is recognized as Property 64. The order also says that the Ministry and the Chamber are not allow to change the destination of the school or even to give it to third parties. Until this problem is resolved, the Advocacy School that will open on November 4th will be ambulant in rented premises.

“The National Council says that the National Advocacy School will be ambulant initially, until the real one is built. Its construction at the Airfield seems to be impossible, since the government has given away 25 square meters, something that has created many questions”, Visha declared.
