“Mutiny” at HIDAA

After a report made at the Prosecution against the HIDAA Director, Zana Xhuka, by 34 employees from 42 that they are in total, the door of HIDAA ahs been closed until Tuesday 16:00.

There has been no other information coming out of this building about what was happening inside, besides e-mails.

The first message is sent by the HIDAA official e-mail, saying:

“Today, October 22nd, the General Inspector of the High Inspectorate of the Declaration and Audit of Assets called the entire staff in a meeting, and threatened to fire them if they would not sign a document for withdrawing the report made by the 34 employees at the Prosecution. Facing a refusal, Xhuka started manipulating the declarations of private interests and the files that will be investigated. People from outside the institution have entered and started manipulating the main data server. A new Chief of Office has been appointed today, and intervened to manipulate the data in the archive. In these conditions, we want an immediate intervention of the Albanian Prosecution and Albanian Parliament, so that the offices can be taken under custody, together with the official documentation and the main server. We also want a suspension of the High Inspectorate of Declaration and Audit of Assets director, until the investigations are over”.

Right after this message, HIDAA sent a second message at 12:44, which has been sent by Xhenis Trebeshina, who represents the press office of this institution. The reaction on behalf of the General Inspector says:

“I consider every act, word or action, that with the greatest regret now are resulting repeated, as an unprecedented politicized stance, and organized by individuals from within and from outside of an independent institution, with the only goal to stop the Inspector General, Mrs.Zana Xhuka, from fulfilling her legal and independent duty. The Inspector General considers all insinuations and anonymous declarations as slander because of the duty, a crime that is punished by law. I inform you that Inspector Shkelqim Ganaj is suspended for physical and verbal violence against a high member of the Albanian state, and he will be criminally reported. For this reason, I asked the Tirana Police and the General State Police to guarantee special protection for myself and my family”.

The door of the HIDAA opened at 16:00, Most of the members refuse to comment.

“Yes, I am one of those who signed. Today we had a meeting at 09:00, and the Inspector General threatened us to withdraw it. I want to ask everyone who is responsible to come start an urgent investigation”, declared one inspector was accepted to speak for the cameras.

The Inspector General, Zana Xhuka, says that the press release has all the necessary information.

She admits that 34 staff members have reported their chief at the Tirana Prosecution, but this version is not official, and the Prosecutor General press office says that they don’t have any comment for the case.

The inspectors asked the Prosecution to start investigating the Inspector General, Zana Xhuka, for power abuse.

DP: Rama-Meta must stop attacks

The Democratic Party reacted about the situation at the High Inspectorate of Declaration and Audit of Assets. The opposition Parliament Member, Oert Bylykbashi, declared in a press release that the majority has started an attack against an independent institution.

“The majority has undertaken an attack against the High Inspectorate of Declaration and Audit of Assets, a key institution for fighting corruption. The only goal of Rama and Meta is to dissolve the High Inspectorate of Declaration and Audit of Asset. We appeal them to stop their attacks against institutions”, Bylykbashi declared.
