For the first time, the Bank of Albania Governor, Ardian Fullani, had to
answer in front of the Parliamentary Commission of Economy, about a
much discussed public matter: the spending of the Bank of Albania staff
on per diem payments, considered by the Supreme State Audit as outside
the Albanian reality.
“Preserving an adequate level of the basic payment is one of the instruments that are applied in our institution and other central banks for motivating, encouraging and preserving the required performance. Any damage of the financial independence in the Bank of Albania, which means independent competence for deciding the spending, the financial compensation, the payments and perks of it staff, would damage the institutional independence of the Bank of Albania, referring to international standards”, Fullani declared.
“‘On the other hand, we have noted a lack of respect for the sensibility of citizens regarding the usage of funds’, says the Supreme State Audit. This is about the very high level of payments and perks for directors, and per diem treatment, compared with the payment of other constitutional institutions”, declared the Chairman of the Commission, Erjon Brace.
The Commission asked for further explanations even for the recruitments at the Bank of Albania, which have been mentioned often for nepotism and as an instrument of favors for politicians, but the Governor has denied the accusations.
“As regards the lists that have been published in some media, they are not accurate at all. They have quoted individuals who do not work at the Bank of Albania. Most of the workers mentioned on the list have not been recruited recently, but they have been working in the Bank of Albania for the past 10 years. There are too many inaccuracies. The Bank of Albania has a very qualified staff. The personnel has a deep academic formation, and work experience for working at the Bank”, Fullani declared.
“This is not about the quality of our staff, but about a small group of people, their political connections. This is not about the people you mentioned, but about a category of people whose age doesn’t even reflect the experience you referred to”, Brace declared.
The Governor defended the purchase of the Dajti Hotel, mentioned as a favor made to the Berisha government. He considered it as a strategic investment of the bank, for which they have prepared the reconstruction project.
