Minister Pollo’s mystery tender

On 15 November 2011, the Ministry of Innovation, Technology and Communication, led by Minister Genc Pollo, should publicly declare the opening of the official race.

Although the tender was performed, the Ministry gave no comment and closed all kinds of information sources.

However, Top Channel has learned from confidential sources that only one company was present in the tender held behind closed doors, which is very likely to be the winner.

This is the Albanian Company “Gener 2”, which, together with an Israeli Company, has created a consortium that might win exclusive rights for building and exploiting the wideband internet.

The tender has been postponed many times, followed by polemics.

Before this tender, the Ministry of Transport, led by Minister Sokol Olldashi, gave these rights to another Albanian company, “Albanian Telecommunication Unit”.

The newspapers “Panorama” and “Gazeta Shqiptare” accused Olldashi of violating the law, but a few days ago, the Ministry of Economy considered Olldashi’s decision as valid and automatically devaluated the international tender held for the same object by the Ministry of Mr. Pollo.

Due to these parallel actions, there should be two companies performing these major works; one licensed by Mr. Olldashi and one by Mr. Pollo.

This is a paradox situation, which might have a solution only if the both licenses will be won by one single company. If this will really happen, this would be a tender open to suspicious affairs that would favor companies close to the government.
