Online application will be the only way to apply for construction permits, starting from September 1st.
Citizens or investors will have to go through a step-by-step procedure on the e-Albania portal, where applicants can also check the application progress.
The new procedures may be finally a way to make state institutions respect laws and be held responsible.
“Citizens will have a maximal waiting period of 60 days. If no answer is given by then, it will be considered a silent consent. If the construction goes against the rules and the employees have not acted, they will be fined”, explained the Minister of Urban Development, Eglantina Gjermeni.
Minister Gjermeni says that the only condition for the application is an electronic signature of the National Agency for Information Society, AKSHI.
The electronic application will also be used for strategic investments that need approval from the National Council of Territory.
But Mrs.Gjermeni says there are some categories excluded from the permit application, such as reconstructions of buildings and facades that might lose their originality.
This reference has been used recently by the opposition, regarding the apartment building of Socialist MP, Sadri Abazi.
