Former Minister of Finance Arben Malaj, states that the theft scandal at the Bank of Albania, besides improving the law, raises the urgent need to reorganize the management structure of the bank.
“Immediately, as soon as the Albanian Parliament starts the sessions, it must fulfill all the vacancies, because 1/3 of 9 members of the management bodies of the Central Bank are not in use. There is no vice/governor, responsible for this part of the organization of the Central Bank, as well as two members of the Supervisory Board. At the same time, it also shows from the public statements of the colleges of Economy Committee, that there will be a deeper analysis, which I believe will be professional, well connected with the current management of the bank and the respective responsibilities,” said the former Minister Arben Malaj.
But, does this reorganization mean that the governor will be discharged, as well as the existing members of the Council?
“I believe that a more complete analysis will determine the necessary steps. So, we should distinguish resignation, which is something everyone feels, a moral responsibility and the discharge, which is an attribute of the government and Parliament”, added Mr. Malaj.
For the ex-head of Finance, the Bank of Albania theft is the result of bad management.
“The problem with the bank stealing from the bank’s own employees shows the flaws in the administration of the bank, especially in the part that deals with the management of monetary values. The function of issuing currency, the withdrawal of damaged currency and their replacement, are functions that have arisen with the Central Banks. In this sense, the legal framework was clear. We should what went wrong in the law application that caused this problem which is specific in the nature of central banks of each country “said Malaj.
For more than a week, in some districts of the country, people are signing the petition where they ask the Parliament to discharge the governor. But in recent days, voices that require the governor’s discharge are also coming from politics, particularly by some members of the majority.
