A notoroious murder and 5 related attempts have been solved by the Special Prosecutor’s Office in cooperation with the State Police and European partners, after following for 7 months a criminal group consisting of murderers, businessmen and representatives of state agencies.
The connections between the characters from the world of crime, prosecutors, former officers and high-ranking police officials, were revealed by wiretaps of telephone communications. Communications that they had on the “Sky” and “ENCroChat” networks, which were handed over by the French authorities, fell into the hands of SPAK prosecution. In these communications, they openly talk among themselves about murder, assassinations and corruption.
SPAK in intensive cooperation with Eurojust, Europol and the Belgian, Dutch and French law enforcement agencies, investigated 15 suspects among them a prosecutor, a businessman and police officials that led to the disclosure of details for several criminal events that occurred in the country in the last 3 years.
The authorities now have a perpetrator for the murder of Gjin Boriçi in August 2020 in Shkodër in northern Albania. There was also an open conflict between known businessman Pëllumb Gjoka and former specialist in the internal service of the police Kleanth Musabelliu.
For this reason, the businessman contacted Behar Bajri, asking him to eliminate him. In the communications on the “EncroChat” network, Bajri and Martinaj have exchanged their objectives where Bajri eliminated Borrici, while Martinaj was going to kill Kleanth Musabelliu, but the murder was not carried out.
In the dark world of contract killers, Behar Bajri appears as a professional, sparing not even his own men when he receives a payment for a murder, even going to the victim’s funeral the next day. SPAK has identified the suspected perpetrators of the attempted murder of Taulant Pepaj in Shkodër in February 2021, as well as the identification of the suspected perpetrators in relation to the murder of Ibrahim Lici, Genc Tafili and another person during 2020.
In the communications between the murderers and the representatives of the state, SPAK found messages from the prosecutor of Kukes, Xhevair Lita, suspected of corruption, the former director of the operational police, Oltion Bistri, suspected of leaking secret information, and abuse of office, as they informed the suspect Ervis Martinaj who monitored him and from whom he should watch out from. Ardit Hasanbegaj, a dismissed former police officer who is suspected of providing conditions to enable the unrealized murder of Ibrahim Lici, appears on the scene.
Out of 15 people for whom the Special Court issued arrest warrants, the police arrested only 6 while 2 others were arrested in the act, the officers said. During the execution of court decisions, checks was exercised in 26 apartments and premises, where monetary amounts, vehicles, telephones, firearms and cameras were found and seized as material evidence.
