Majko: “Mobilization against stateless Albanians”

The Albanian Minister of State for the Diaspora, Pandeli Majko, held a speech at the conference in which the ministry presented the report called: “Mapping Albanian Population at Risk of Being Stateless”.

“Stateless is a risk that requires inter-institutional mobilization, cooperation and coordination, not only between civil society agencies and public institutions but also through interstate agreements with countries where there are more stateless Albanians. It is a responsibility of the Albanian institutions to make sure that all international and regional obligations will be included in our domestic law, and that it will be implemented”, Majko said.

This report is the result of an initiative undertaken by the UNHCR in Albania, and by the Tirana Legal Assistance Society, in an effort to coordinate their efforts with the government, to improve the identification and registration of people at risk.

According to the study, there are 1031 persons at risk of being stateless in Albania, mainly due to the inability to register.

The real number could be much higher, since the persons at risk are often invisible, hard to be identified. 97% of those who have been identified as endangered of being stateless in Albania, are children.

The main causes are births outside the Albanian territory; births by unmarried parents; birth at home or due to inaccurate registration in maternities.

Most of these children were born in Greece, while Roma and Egyptian communities are the mainly affected communities.
