The new Parliament Speaker of Macedonia, Talat Xhaferi, made it clear
that if President Ivanov will refuse to mandate the new government
within the deadline specified by the Constitution, the majority has the
right to create the government on its own.
“Certainly, I would prefer the alternative with Ivanov handing over the mandate, as stated by the Constitution”, he commented.
“If he refuses to hand over the mandate, he would be violating Article 1, Paragraph 90 of the Macedonian Constitution”, Xhaferi said.
To avoid any possible obstacle, Xhaferi sent two official letters to the President. The one sent on May 19th specifies that May 19th is the last day Ivanov has to issue the mandate. Until then, Xhaferi cannot start any procedure as Speaker.
“But if the Prime Minister files a draft-program and a draft-proposition on the new government, then I will be forced to gather a parliamentary session within two weeks”, Xhaferi said.
When asked about the protests held during this time, the Speaker said it is a right of the citizens, but the violent incident of April 27th should never be repeated.
The Social-Democratic leader, Zoran Zaev, announced that next week he will hand over to President Ivanov the guarantees he asked for preserving unity of the country and so that the government mandate is unblocked. Ivanov has remained silent.
