The Chairwoman of the Central Election Commission reacted about the
decision taken by the institution she leads for obliging private media
outlets to broadcast electoral videos pre-edited by the parties.
Lleshi declared that CEC has only referred to the electoral code that was voted with consensus by the political parties.
“We referred to article 84, more specifically ‘information on electoral campaign activities that are prepared and broadcast on news edition, based on materials made available by the electoral subjects’, and this ends everything. You are misinterpreting it either because of any intention of yours, or because of your lack of knowledge”, Lleshi declared.
But she didn’t quoted the full article. “The information on electoral campaign activities that are prepared and broadcast on news edition, based on materials made available by the electoral subjects, which should be clearly identified according to the CEC instructions”, says the code to which she is referring.
This instruction was missing in the decision that did not take in consideration even the proposition of the SP representative to at least allow the TV outlets to refuse these pre-edited materials, and it didn’t take in consideration even the decision of the Electoral College of 2011, addressing again to this institution for this matter.
“If the CEC decisions should be contested, it can be done by the parties that are in the process, and who can address to the Electoral College. This cannot be misinterpreted”, Lleshi declared.
The Central Election Commission has postponed the media monitoring report to the first week of the electoral campaign.
This was because the report was only about the minute limit for reflecting the campaign in the media. The parties asked to make it more detailed for political parties, bsaed on the fact that coalitions don’t really show how the campaign is reflected, because they don’t have the same number of parties.
As for the reflection of the parties’ political activities, Top Channel has been balanced and transparent, showing the time limit for every political force on the screen. But the report proposes that Top Channel should compensate the Alliance for Employment, Welfare and Integration with 15 minues.
