The Albanian Prime Minister, Sali Berisha, asked the amend of the Penal Code in order to add maximal punishment for two crimes.
The first crime is blood feud, which, according to Berisha, should be condemned only with life to prison. The Penal Code was changed in 2007, based on an initiative of the civil society and represented by the Free Thinking Forum. The amend foresees not less than 20 years of prison or life to prison, and a 3 million ALL fine.
After the blood-feud based murder of a teenage girl in Dukagjin, a few weeks ago, the Prime Minister asked maximal punishment for blood feud crime.
“Blood-feud murders must receive maximal punishment. Those who shot the teenage girl in Dukagjin shot the free society. I believe that this case deserves a harsher punishment than others. I hope that the opposition will agree and vote it. We cannot continue with this negative heritage”, Berisha declared.
But the other problem with this is that despite the law exists and it is relatively severe, it is not implemented by the responsible institutions. Blood feud threats are punished with prison, but there are no statistics that it has been implemented. The Free Thought Forum declared that there are dozens of isolated families in Shkoder who fear blood feud retaliations.
Berisha: Prison to life of cop killers
The second proposition of Prime Minister Berisha was the amend of the Penal Code for giving maximal punishment to everyone who attempts or kills a police officer. THe Prime Minister referred to the murder of Adem Tahiraj, who was killed by a criminal with a serious crime history and who was free because of a Durres Court decision. ]
“Killing a man that is inspecting your car, not shooting at you, deserves the maximal punishment. We don’t have capital punishment, but we have life to prison. I think that this must go to parliament as soon as possible”, Berisha declared.
Prime Minister: Xhake was released by order of the HCJ
Berisha accused the former President, Bamir Topi, as Chairman of the High Council of Justice and also his vice Chairman, Kreshnik Spahiu, as directly responsible for pressuring the judge to not give the argumentation of the verdict that released the murder of the Chief of Police.
“The killer was released by request of the HCJ Chairman, Topi and his shameless vice. They needed him to threaten his cousins, so that they could stop the constructions in their lands, because otherwise he would be unable to rob their property. He needed that bandit, and he pressured the judge to release a man that had been sentenced several times. The judge released someone who was sentenced to 20 years in prison after killing two brothers, and he was being awarded by Topi and his shameless vice at the HCJ. The Prosecution has made resistance, but the HCJ cleaver had ordered the verdict to not be implemented”, Berisha accuded.
