The amends of the Law for Legalization of Illegally Built Structures was
discussed with harsh debates between the majority and the opposition.
The proposed amends unblock many cases that have not been legalized due to legal obstacles, and will open way to the legalization of 100.000 other objects that have been illegally built after 2006. But according to the opposition, this is a bluff for electoral purposes.
“We are obliged to change the deadline, because the local administration doesn’t have the necessary capacities yet to manage the territory and interrupt the vicious circle of an informal construction”, declared the Deputy Minister of Transports, Flamur Kuci.
“The number of cases that are being completed is becoming smaller. We are discussing this today in order to open way to the finalization of the legalization process for all informal constructions”, declared Ardian Kollozi, head of the Agency of Legalization Urbanization and Integration of Informal Zone/Building, Ardian Kollozi.
“After eight years in government, you’re coming with a new amend to promise legalization to the Albanians. This is a bluff for electoral purposes”, declared the Socialist Party MP, Eduard Shalsi.
One of the debated changes was the legalization of 30.000 objects that were built near the national axes.
“More than 30.000 illegal constructions are penalized by the fact that we need to keep the distance of 100 meters in both sides of the road. We have made a proposition to refer to the Traffic Code. The distances are reduced to 20, 25 and 35 meters from the road”, Kollozi declared.
“Durres Rrogozhine, Durres-Milot… all these axes need to be widened, but there are too many constructions on their sides. Will you legalize all of them? Then the state will be obliged to expropriate them, and the situation will be complicated even more and the bill will be much larger”, declared MP Blendi Klosi.
The amends foresee the selective legalization of objects, including buildings higher than five stores from the ground level.
