The Minister of Finances has reported the former Democratic Party
Minister of Finances, Ridvan Bode, and his Deputy Minister, Sherefedin
Shehu, over tender abuses.
The news that was made public by the Prosecution was confirmed by the Ministry of Finances. Sources said for Top Channel that Bode and Shehu are accused of power abuse, with a 60 million EUR damage in the budget.
The basis of this report, according to them, is the 250 million EUR loan that the former government received in 2009 from two foreign banks, the Greek “Alfa” and the German “Deutsche Bank”, to finance the budget deficit for the construction of the Durres-Kukes road.
The terms of the loan were Euribor plus 9.6%. Because the Euribor is changeable, the rate reached 13.5%. Sources from the Ministry of Finances said for Top Channel that the government had cheaper offers, and that’s where they base the accusation.
The former Minister was contacted by Top Channel and considered these accusations a political attack that had already been warned by his opponent and successor, Shkelqim Cani. Bode said that the loan was taken through a transparent process and its terms were based on the law and the Parliament in a time when the crisis in the international market had made it impossible to take loans for many countries.
The loans from Alfa and Deutsche were received in May 2009 and were paid one year and a half later, in December 2010, as soon as the government secured 300 million EUR through the emission of the Eurobond.
