The Director of the Agency for Property Return and Compensation, Sonila
Qato, admits that the new law affects a category of owners whose
property status has changed in years. But, according to her, their
number is much smaller compared to those who benefit.
This is about the properties that used to be agricultural lands and as result will be compensated with a lower value.
“20-25% of the decisions are for compensation have changed their classification. 70%-75% of the decisions that expect compensation will be treated 100% with the expected value that they have claimed so far. This means that if they had an agricultural land in 1945, and they still have it today, they will be compensated with today’s market value for agricultural land. The same goes for properties”, Sonila Qato said.
Qato says that the law gives a final solution to the stalemate of properties, within the financial possibilities that our state has.

“When posed from this view, it doesn’t seem right. But when it is treated in general, it is based on a principle that involves the public interest. The Albanian tax payers will compensate the former owners within 10 years. Since the number of the people affected by this is very small compared to those who benefit for the first time from this process, we think that the law will give an end to this situation”, Sonila Qato declared.
The opposition said that this draft is the mechanism through which the left government is expropriating the former owners once again.
