Law against CEZ debtors

While the government is preparing harsh measures for those who don’t pay
energy, builders express their concern regarding the debts accumulated
to CEZ, because citizens who have bought apartments have left the bills
registered to the name of the builder.

“From 1994 to 2014, 10% of irresponsible people have left agreements registered to the names of building companies. There are 550 companies that have a minimum payment obligation of 2 million ALL, and maximum 10 million ALL”, declared Avenir Kika, from the Builder’s association in Tirana.

The Association of Builders say that most of these abusers are shop owners, or apartment owners who live abroad and who have leased their property. For this reason, builders say that the company should not be penalized, by they should act based on the property certificate.

“The day this law enters in act, all company leaders will not be allowed to leave the country, will not be able to register their cars and will not be able to make any transaction. We are nog against the package, but citizens must be told to change the registration into their names”, Kika declared.

The Head of the Production Activities Commission, Eduard Shalsi, declared that there are cases when companies have not paid their obligations to their clients, and for this reason, they have transferred the registration to their name. CEZ explains that the application for changing agreements is made by builders together with apartment owners.
“The company cannot intervene without the application of the builder who has the object’s agreement”, says the declaration of CEZ distribution.
