Victoria Nuland, the Assistant Secretary of State for European and
Eurasian Affairs at the United States Department of State, is an expert
of international negotiations, and in Tirana she was part of a last
effort of the USA for reaching compromise on the Justice Reform.
Albania’s two biggest parties have a new proposition on table, authored by the USA. The Assistant Secretary was very clear in her message.
“This is a hybrid proposition, with ideas from both the government and opposition. It also follows the recommendations of the Venice Commission. This proposition has my support and that of Washington, our leadership. On behalf of the USA, I ask the PM and the opposition leader to come together around this proposition in the days to come. This is the time for reaching an agreement. The Albanian people are waiting”.
Part of the disagreement between the majority and the opposition is the role of international monitoring in the “vetting” process”
Victoria Nuland gave no details about this part, hoping that this would be resolved by the negotiations.
“It is based on a very good hearing that Ambassador Lu and the EU counterpart made to the parties. It aims to combine the right level of international monitoring by strongly protecting the Albanian sovereignty”.
After the meeting, the opposition leader seemed open for negotiations but he has not come up with a final answer.
“We discussed the propositions offered, which will be part of the solution. Now it is up to the will of the other party. The only request is to remain within recommendation 88 of the Venice Commission. There is no other solution”.
Top Channel has asked two days for a final decision.
Prime Minister Rama, on the other hand, has accepted this proposition right away. Sources for Top Channel say it guarantees the “Vetting” by international partners.
Rama said in an official reaction that he is open for compromises that do not damage the essence of the reform.
