Lack of structures brings prison overpopulation

Overpopulation in prisons keeps being a problem. The annual analyze of
this institution noted the escapes that took place in the past months,
as a situation that is not only related to safety, but also to the
giving on information on the right time between the respective
institutions.

“Overpopulation in 2013 was with 935 people, or 20.6% more than the capacity”, declared Artur Zoto, General Director of prisons.

“The recent events have brought to light the importance of security in prisons. This is not simply a matter of physical design, but also for the efficiency and mechanisms for exchanging information in order to avoid escapes”, declared expert Nicholas Cannon.

The Justice Minister supported the idea of an inter-institutional cooperation for the prison security and the supervision by the police for prisoners who receive a leave.

“A coordination is needed with the creation of a committee for criminal policies, which should increase contacts with the justice institutions”, declared Nasip Naco.

But the ombudsman sees as concerning the fact that 100 citizens are being held in prison when the court has decided an obligatory medical treatment.

“This needs and urgent solution. These people are not sentenced, but they stay in a prison regime”, declared Ombudsman Igli Totozani.
