A poll among 388 members of the judiciary system showed that most of them think that the Constitution must change.
73% of the participants think that the President should have a stronger power as a politically impartial figure.
47.8% think that the President should be elected by the people, while 36.7% think that the President should be elected by three thirds of the Parliament.
“Most are in favor of constitutional amends for reinforcing the independence of the judiciary system”, says Andi Dobrushi from the Soros Foundation.
“Almost 75% of the judges think that the selection formula must change”, says Ersida Sefa, manager of this program.
“What is interesting is that judges and prosecutors themselves think that the Constitutional Court and the Supreme Court must keep existing, but they think that their jurisdiction should be reviewed from the Constitutional view”, says expert Artan Hoxha.
“The result of the prosecutors is interesting. It doesn’t affect the core of the Prosecution. They want to preserve the system that in meetings they criticize”, says Arben Rakipi, former Prosecutor General.
“It is necessary for the Prosecution to have a Deputy Prosecutor General. The Prosecution is not an administrative institution, but also a legal one. The presence of a Prosecutor General would avoid the history of delegating signatures, when the Prosecution General, for reasons of work, is not on his usual duty”, said the Chairman of the Association of Prosecutors, Shkelqim Hajdari.
The poll was made in June and July 2014, an initiative started for the constitutional reform from the Open Society Foundation for Albania.
