The country’s finances have entered another difficult period. While the
revenues from taxes keep being deviated from the budget plan, official
data from the Ministry of Finances show that for the first five months
of the year, the total budget revenues were 6.6 billion ALL lower than
the prediction.
But the drop might even bigger, since the sale of the 4G license takes a big size of it. The fiscal performance of the government is 11 billion ALL less than the plan.
This is due to the negative results of the Customs and the Tax Office, which have collected respectively 7.5 billion ALL and 3.5 billion ALL less than the plan. This puts the fiscal administration in a difficult position and doesn’t justify the raised taxes.
Early this year, the government increased the tax burden with 18 billion ALL for 2015. Both institutions collected the same amount of one year ago, although taxes and prices increased and the GDP is bigger.
The biggest drop comes from the excise tax, with 4.5 billion ALL, followed by VAT with 3.2 billion ALL or 22% less than the plan of that period.
The IMF has arrived in Tirana these days and is analyzing the economic indicators. Sources say for Top Channel that the drop was one of the hottest discussion topics.
The IMF representative in Albania, Reinke, considered the progress as disappointing and asked the government to identify the reasons.
