IPH’s mask-wearing guidelines: Penalties for violators; The categories allowed not to wear it

Starting tomorrow October 15th, the mask will be mandatory to be worn anywhere outdoors in Albania.

The Director of the Institute of Public Health, Albana Fico, has announced that the “Guideline on the mandatory use of masks outdoors” has been approved, which presents the general criteria, rules and exceptions for the use of protective barriers (masks) in outdoor facilities, in order to reduce the potential spread of COVID-19.

a. Any time you leave the house;
b. Any individual over the age of 11;
c. Throughout the day during all activity outside the apartment.
d. In any store, supermarket or commercial activity
e. In all means of public and non-public transport when there are present persons other than the driver.
f. While walking on the street
g. When staying in open public places like parks or squares
h. During all work activity in offices, all public and non-public institutions, theater, cinema, museum, library, etc.
i. In entrance and exit from the apartment and elevators
j. Before and after eating and drinking in bars and restaurants
k. On the motorcycle when picking up a non-family member
l. If you are caring at home for a family member with COVID-19
m. In all religious institutions.
n. With people who have passed SARS COV-2 to protect themselves from other respiratory infectious agents.
o. In educational and health care institutions according to previous recommendations.

Placing a protective barrier (mask) may not be possible in every situation. Therefore, there are some cases when you are allowed to remove it or modify its use.

a. If required for personal identification purposes by relevant police officers, bank, post office, court, etc.
b. While eating or consuming beverages at bars and restaurants.
c. During the process of dental work.
d. Persons holding / leading the prayer / service / or other religious ceremony
e. Persons with hearing and speech loss or other persons during communication with them, if they do not have the opportunity to use special masks (transparent).
f. If required by the staff of relevant shops or markets for age identification, including the purchase of products for the elderly, such as tobacco and alcohol
g. From workers working outdoors, during work process when a physical distance of not less than 1.5m is provided.
h. Guests on TV shows provided that the distance is not less than 1.5 meters.
The guide also sets out when the use of a protective barrier (mask) is excluded.
a. In all cases where the use of the mask harms health as recommended by the family doctor.
b. From people with diseases that make them incapable of using the mask.
c. During exercise or sports activities.
d. Persons who move alone by bicycle, motorbike or monopath.
