Two tenders valued 1.3 billion ALL or 10 million USD for road signs have
created suspicions for the agreement between the participating firms
and the practices used by the Competition Authority.
The tenders were held by the Albanian Road Authority on September 7th and 9th of this year, with the purpose to improve and refresh the road signs in national roads.
They have a 5 imllion USD fund for the Vore-Han I Hotit road, and 8 million USD for the Rrogozhina-Kapshtica road.
Why is the Authority suspicious? The main suspicion is related to the fact that the winning bids were closer to the limit fund in both tenders, respectively 96% in the first tender and 97% in the second.
Besides, as the announcement says, the authority notes that the winning companies have not competed in both tenders, and that they might have used the rotation scheme in offers by dividing the market.
The Competition Authority at its official website has published the decision for opening a preliminary investigation of October 15th. Top Channel has learned from confidential sources that the Authority has decided to start deeper investigations for this issue.
The main suspicions are that the firms might have realized this scheme in cooperation with the contracting institution, the road authority. So far these remain only suspicions and will be investigated in the weeks to come.
The investigations for this issue were started after reports made to the media against the three dominating companies, R.S&M, Jubica and IDK Construction, which have taken most of the tenders related to road signs and safety.
The Albanian government has declared that road safety is a priority. Funds have increased for many roads, although the one In question is considered as very dangerous and that has caused many problems.
