Investigations for banknote scandal betwen private banks and Bank of Albania

The Tirana Prosecution started investigations for the scandal with
banknotes that have damaged from 2010 to 2014, as denounced by a secret
report of the Supreme State Audit.

Sources from the Prosecution said for Top Channel that the investigation has had a report from the SSA and will be led by a task force at the Tirana Prosecution, and the investigations will focus on the persons who have managed the Bank from 2010 to 2014.

After the infamous robbery at the Bank of Albania, the Supreme State Audit has investigated the practice how the Bank of Albania and other private banks have taken damaged banknotes out of circulation from January 2010 to July 2014.

The conclusions of this report are listed in a secret report which was posted on Top Channel. According to the report, the entire scheme for the exchange of damaged banknotes has been illegal, taking 541 million ALL from the citizens’ budget. The SSA says that this money were illegally obtained by some private banks, with the blessing of the Bank of Albania.

The SSA says that the mechanism starts with private banks collecting the damaged banknotes by citizens with a lower price than their real value. But they have returned them at the Bank of Albania with a full value. The difference, according to the SSA, has been an illegal profit of the banks, when it should be transferred to the budget of the Bank of Albania.
