The detailed data given by the Census of 2011, found that the
demographic movements of the past 10 years have created a polarized
economic reality, by creating undeveloped areas.

Prime Minister Edi Rama declared that this phenomenon brings social tensions and inequality, and this needs an urgent intervention.

“The key word of this response is the territorial-administrative reform, with a dramatic reduction of the number of local units that have complete competences and a dramatic rise of the revenues for the units that will come out from this reduction, in order to make a complete different leading of the human, natural and economi development”, Rama declared.

Besides increasing insecurity, the Head of the Institution of Statistics published another concerning data, which brings the need of another delicate reform.

“Based on the new population projection, 13 years from now, in 2027, the natural growth might turn negative and the number of deaths might exceed the number of births”, declared the Head of the Institution of Statistics, Gjergji Filipi.

“This is one more reason for the pension reform to be realized as soon as possible, which has been postponed year after year due to the short vision of the governments that we have had so far”, Rama declared.

The pension scheme received 500 million USD from the taxpayers in the last year. According to the Institution of Statistics, the unemployment among youth increased from 35% in 2001 to 52% in 2011. During this decade Albania has faced a second wave of emigration, with 480,000 people leaving the country.
