The Albanian Prime Minister, Edi Rama, declared that the government
operation against informality and tax evasion cannot be opposed with the
argument fo poverty. Rama said that informality is not the solution for
the weaker category, but the contrary.
“There is no theory to justify informality. No theory to claim that an informal economy has a more reasonable distribution and balance for those who are poor. The informal economy hits the weaker, first of all. Does not allow them to get stronger. It enriches a small group of people and dismantles the rule of law, the institution which are worn out by a cancer. The informal economy is a cancer, and cancer cannot be fought with cookies or aspirin, but with maximal aggressivity”, Rama declared.
According to Rama, informality is the main reason for the deep polarization of the society as regards revenues.
“It is the main erason why we have a small group of people who have been enriched quickly and another class not being able to pass a limit that is surpassed by informality”, Rama says.
The Prime Minister declared that some classes will have easier opportunities with their activities. Ambulatory salesmen will not be obliged to be registered or unregistered at the Central Registration Office. Their obligation to the state will pass to the local government.
Craftsmen businesses will also have easier access.
“Many times, tax officers have found it hard to go where they have been used to close one eye, because of bribes, and they have ran after people that we want to free of any obligation. Everyone who owns a small business with a 20 million turnover, and those who are self-employed, and offer services or products through their profession, will not pay anything. They will only be registered as physical entities”, Rama declared.
The Prime Minister announced that the first phase of the verifications on terrain will conclude on December 31st. After this date, the tax administration will withdraw from terrain and will orient the work in offices, but by making frequent inspections on terrain, well organized, and after informing businesses they will be subject of an inspection.
