The syndrome of occupying public spaces and building without permission
has now affected not only individuals but also hospitals. After the
invasion of the Tirana University Hospital Center, even in the area of
the Tiraha Sanatorium there is a cafe being built without permit.
The Sanatorium Director, Epaminonda Fype, says that this bar is necessary for the doctors, and that’s why it was allowed with an administrator for five years. This is the argument that Fype has submitted at the Health Ministry when it was led by Vangjel Tavo. Fype requests a 120 square meter area to turn it into a cafe that will be leased for five years. It was signed by Tavo on April 2013.
Although the cafe is considered necessary, Fype has not made the request ot the Tirana Municipality, thinking that the Shefqet Ndroqi hospital is independent, and that’s why he thought the Minister’s approval would be enough. But for this cafe they are building an additional construction and are not using the existing premises.
The addition of cafes at the Tirana University Hospital Center has served as a bad example for the Sanatorium too, which so far had no cafe in its territory but the doctors and patients used the ones outside.
