Hydropower concessions failed. Government: “Corruptive practices”

The Minister of Economic Development, Arben Ahmetaj declared that most
of the hydropower plant concessions have failed and chances are they
will not be built. He says that only 53 out of 553 have functioned,
while others are abusive because they had no projects, simply abused
with the contacts they had and corruption, and secondly because they
have no funds.

The government say they have decided to change the laws for concession and partnership between private and public companies. The Minister says that abuses started with people making bids and winning with just one simple permit. From now on, they will have to have an advanced project.

The new law, according to Minister Ahmetaj, will also cut the time of bureaucracies from 272 days to 150 days. The new law also allows joint investments b between public and private companies, in order to attract private capital.
