How MPs and ambassadors were spied

The report of the Parliamentary Commission on the activity of the
Albanian secret services sheds strong shadows of doubt on the
surveillance of people with immunity, parliament members of the former
opposition; the opposition leader, Edi Rama; the former ally of Berisha,
Ilir Meta; former Ministers and even foreign ambassadors.

Top Channel has been able to secure from non-official sources data from the report that was read a few weeks ago at the Parliamentary Commission of Security.

How were these people with immunity spied? What legal mechanism was used for spying MPs, Ministers and ambassadors?

The report shows that these people were put under surveillance by taking approval from a third party. These are not people with immunity, but they communicate frequently with MPs or Ministers. By spying these people, they have been able to spy those with immunity.

What makes this procedure suspicious is that the results have never been sent to the respective operative sectors.

“The conversations of people with immunity usually hold elements of their daily life, and have been printed without following the approved standard rules, and have not been recorded or signed by anyone”, the report says.

For this reason, the MPs who have made the inspection say that the Secret Service has not spied only the people without immunity, but also those with immunity.

They say that if the object of the mission held by the Secret Service was the person who was kept under surveillance, than the printed material should have the nuances of an activity that damages the national security, and the surveillance should pass to the sector that made the request.

But, what happened was the contrary. According to the report, the surveillance has been printed in a format outside the standard and is related to the private and political activities of the MP.

According to the document, there are hundreds of cases like this, for which the Director of the Secret Service has been notified.

“This information has been printed and used against the standard. They have not been recorded in any register, as it happens with the official information of surveillance”, the report says.

The Secret Service Director is bound by law to explain the destination of this information, how it has been administered and eliminated.
