The Court against Crime and Corruption today set the security measure of house arrest for Rexhë Byberi, the mayor of the Municipality of Tropoja in the north of Albania, as well as for the vice-president, Abedin Kirnaja, accused of the criminal offenses of “abuse of duty”, “illegal cutting of forests” and “destruction of property”.
According to the investigations of the SPAK special prosecution, in cooperation with each other, Byberi and Kirnaja violated the law in the adoption of two decisions in the Municipal Council for the construction of roads, causing a damage of 277 million ALL to the state budget.
The matter relates to the construction of the “Palç-Guri i Lules” road, a new construction of which 80% of the length passes through the existing pedestrian road.
According to SPAK, the opening of roads according to the projects approved by the Municipal Council was done in violation of the legal and by-laws in force, since for the opening of a new road the interested entity had to apply in the electronic e-permit system, near the Municipality of Tropoja, as a local institution that has the right to examine and approve the infrastructure construction permit, and to cooperate with other competent institutions for the construction of the road, which has not happened.
