After more than one decade, a major problem for the Albanian justice
seems to have finally found a solution: Albania will have a psychiatric
prison clinic.
There are 120 detainees who serve time for several criminal acts. Due to the absence of a specialized clinic, they stay inside prisons with other inmates.
“This is a very severe human right violation that has been identified by the Ombudsman 12 years ago. There are more than 120 people who live in the so-called ‘prison-hospitals’, but who are really undergoing a prison regime”, declared Ombudsman Igli Totozani.
The Judiciary Hospital will be built in the former Chemistry Regiment in Shishtufina, Tirana, property owned by the Ministry of Defense. According to the Health Minister, Ilir Beqja, the hospital will be built with modern parameters through the help of the European Union.
“The issue was not only about finding a territory, but it should also be close to a city with access to roads, infrastructure and public transportation. We are discussing with the European Commission to find funds for the construction of this hospital, which will be used alongside with the financial contribution of the Albanian government”, Beqja declared.
The Defense Minister, Mimi Kodheli, declared that these premises will help fulfilling the community’s needs.
“All properties coming from the plan will serve to the needs of our community, together with the sheltering of the Roma population and assistance for building schools and health centers”, Kodheli declared.
The European Union representatives have considered this project as very important, especially as human rights.
