Higher education reform

This commission is trying to give another dimension to the Albanian public university by increasing the anatomy and quality. Professor Barbullushi explains that the academic board, which will be composed by the entire pedagogic staff, will have the right to chose the senate and its members, and also the rector.

Students who will be part of committees that will value the study quality will be excluded from these elections.

“The academic board is the core of these selections. It means that they are a representative group of the entire academic staff. The board elects the senators who will chose the new rector. The Scientific Council will chose the deans and the member of departments will chose their chief”, Barbullushi declared.

Another controversal point is the selection of managers who will administer the funds of scientific researches.

“The elected administrative board will be assisted by the academic board. They will a director that will have influence in all cores of the department, especially in those with bigger dimensions”, Barbullushi declared.

Prof.Barbullushi declared that it is not true that the fees for students will be increased weith 10 times. The government will approve a floor price and the universities will decide the fees and number of students based on the quality parameters.

“Every university has the right to operate with their fees. We suggest to grow them, but the state will impose a ceiling price. Students without financial abilities will be able to receive a scholarship, and every excellency student will receive support”, Barbullushi added.

The Commission for the reform in higher education is trying to give universities another direction method which goes towards quality and autonomy, but that will change completely the current method of management.
