The draft for the higher education reform is being discussed in
universities, but it is already being seen with skepticism by university
professors.
Professor Dhurata Shehri thinks that the financing scheme and the creation of managerial boards will affect the autonomy of the public university.
“The public universities will be financed by the state’s budget, the students’ payments and private donators, who will have a presence in the administration boards. There will be a board which will have as sponsors people who are chosen by the government, and they will control the university’s finances. The control will be not only financial, but also in the scientific and research view, and it will also affect teaching”, Shehri declared.
“There will be many parallel structures that will make the university management more difficult”, declared Professor Klodiana Beshku.
Mrs.Shehri underlines that the Commission for the Higher Education Reform has proposed to increase the scientific researches to 30%, and the funds will be managed directly by the departments. But the responsible for the management will be a manager decided by the board.
“It means that a manager who has no academic experience will be free to chose the members of a commission, will decide who to hire. In the best case scenario we will have a subjective recruitment, not based on scientific criteria. The selection of members cannot be done by an individual who knows about scientific works”, Shehri declared.
Professors say that increasing students’ fees with 10 times is not affordable by students, and the authorities should be careful with this.
