The majority removed the President’s competence to propose the
Parliament the Head of the High Inspectorate of Declaration and Audit of
Assets (HIDAA). This competence was given to the Albanian Parliament.
Together with this amend that was opposed by the opposition as a political attack against the President, the majority passed other amends that aim reinforcing the role of the High Inspectorate of Declaration and Audit of Assets.
Although the Democratic Party supported these amends, both parties are far from agreeing on the efficiency of the fight against corruption, for as long that there is no high-rank official punished for corruption or for hiding assets.
Pandeli Majko, Socialist Party Parliament Member: How can we turn the HIDAA into an antivirus for this systematic phenomenon. The asset declaration is one of the most manipulated problems in Albania.
Gent Strazimiri, Parliament Member of the Democratic Party: This is not an antivirus, because we are not injecting anything in our society this way. We are trying to have a cat that pushes mice away, but for the past 11 years this cat has had an excellent partnership with the mice.
Pandeli Majko: We were traveling to Munich and on board of the airplane we had judges who had tickets for the Bayern match. We know what salaries we have. Can you afford watching matches with your revenues?
Gent Strazimiri: Judges and politicians who have two or three houses, one in the seaside and another one in the mountain, can afford tickets. It’s not only judges and prosecutors, but also high-rank politicians, mainly from the central government. They take the purity certification at the High Inspectorate of Declaration and Audit of Assets, because no one has been caught so far. We talk about them, but we never have evidence and no one is brought to justice.
The majority believes that the changes for the law of high-rank officials will improve the work of this institution. The opposition showed the concern that the majority is taking all powers.
Pandeli Majko: We have created a corrupted elite in the heart of Albania, and the rule of law is not capable. We will do it properly or we will not do it at all.
Gent Strazimiri: What has been done during this time that it was ran by the President? If you give it to the Prime Minister and the majority, there will be no result. This is the best way for institutionalizing corruption.
The opposition left the room, saying that this is a huge damage against the rights of the president. The majority passed the amends and explained that Prime Minister Rama doesn’t influence the will of the Parliament Members of the majority.
