The Supreme State Audit reported the former General Director of
Albpetrol, Endri Puka, for refusing an inspection and not making
available the necessary documentation.
The case is related to an inspection for the fuel agreement that Albpetrol has signed with private firms. The HCJ claims that the Albpetrol administrator has repeatedly refused to make available the documents of these agreements for more than one months, with the justification that he was preserving confidentiality.
According to the HCJ, the actions of the Albpetrol leader have caused a serious obstacle for the audit, and were an effort to avoid inspection on given cases of his activity as administrator.
The Supreme State claims that the justification raised by Albpetrol for confidentiality does not stand, since this inspection doesn’t put in danger the private subjects.
“The HCJ has never asked information about the activity of the private subjects and the agreements, projects, business-plans or their resources, since they are not part of the HCJ auditing”, the notification says.
The Supreme State Audit says that these actions have caused the failure of the audit and left it in complete darkness for the agreements signed through Albpetrol and the private companies, and for this reason they have addressed to the Prosecution with a report against the Director.
According to the HCJ, this is a unique case, since the government is the 100% owner of all shares of a company, and yet it is not allowed to check its activity by its own administrators.
