Five hours behind closed doors, the meeting of the High Council of
Justice has not arrived yet at the hottest point, the request of the
Minister of Justice for discharging Gjin Gjoni, Judge of the Court of
Appeal and member of the HCJ.
Sources say that three points have been discussed so far at the meeting. The members have voted about the President of the First Instance Administrative Court, Eriol Roshi. There have been strong debates between members and the Minister of Justice for the draft law of the High Council of Justice.
The members have opposed the novelties of the draft law for the verification of mandates, since it affects the competences of the HCJ. Minister Naco has replied by explaining that the draft law doesn’t affect any competence.
The HCJ members asked an explanation in this point, if the Ministry has consulted with the Commission of Venice for the draft law of the HCJ. It was then decided that the HCJ should address to the Commission with a written request.
The High Council of Justice is currently discussing about the Court of Lushnje, which has two judges more than allowed by the structure. The hottest topic will be during the discussions for the proceeding against eight judges, including Gjin Gjoni, for whom there are requests for discharging them.
The judges are Gjin Gjoni, Ilir Pashaj, Bujar Musta, Andri Ymeri, Markelian Kuci, Ken Dhima, Klorinda Cela ad Shtjefen Lleshi, who was reported a few months ago in Top Channel’s “Fiks Fare” for a bribe scvandal in the Court of Puka.
