Murder attempts through explosives have turned into an effective
instrument of the crime world, with authors disappearing without traces
and leaving few chances to police for finding them.
Based on this wave of crime that is terrorizing the public, the government proposed Criminal Code amends for creating harsher measures against two crimes: production and distribution of explosives, and also for possession.
“Based on the crimes committed through explosives, which damage the public’s security, special police structures have made an analysis of the situation and reached the conclusion that besides other causes, this situation is also favored by the low punishment measure as foreseen in the respective dispositions of the Criminal Code of the Albanian Republic”.
According to the Minsitry of Interior, besides the crimes with exlposive, there have been other violations during this time regarding the guarding of explosive depots that are licensed for civilian usage, those of import and export, and the companies which use them in quarries or other underground exploitations.
The violation of these rules has made criminals get hold of explosives. The Ministry says they have arrested those who violated the law, but they have been released with fines. The government thinks that sanctions are very soft for producing and illegally possessing illegal fire arms and ammunition, and for violating the rules on explosives and radio-active substances.
For this reason, paragraph three of article 278 of the Criminal Code foresees prison from one to five years. The government suggests to change it to eight years. Article 282 of the Criminal Code also defines the crime: “Violating the rules of explosive, combustive and radioactive substances”, the punishment for which is fines or prison up to two years. The government has foreseen punishment from two to five years.
The second paragraph says that fines will be removed, and there will be only prison from two to 10 years.
