While the discussions for merging and reforming the National Guard and
passing it under the State Police are undergoing, the Guard itself has
handed over two drafts at the Interior Ministry.

In the first variant, the Guard is against the idea of passing under the state police, and suggested to keep staying under the Interior Ministry, but not as before.

In this project, the guard proposes a radical reform in name and structure. The suggestion is changing its name from the Guard of the Republic to the Directory of Guarding High Personalities.

As for the structure, the Guard proposed to create new ones that are necessary for guarding high state personalities and objects of special importance.

Such novelties are the establishing of this sector against terrorist act and against objects of special importance, and to protect high foreign personalities that visit our country from possible attacks.

According to the suggestion, this sector should focus on gathering information for the criminals, preventing and discovering the criminal activities on time, by attaching this way for the first time in the investigative activity of the other structures.

In the first version, the project also foresees the creation of a personnel security sector, for everyone who is recruited at the Security Directory.

Their arguments for opposing the passing under police dependency is related to the existing experience of the National Guard, the foreign experiences, focusing on the European and American models, which show that the personalities are not guarded by the police or the army, but by a completely independent structure.

In the second variant, the Guard agrees with passing under the Police dependency, with the conditions that competences will not focus on one single function.

While the discussion will continue, sources say for Top Channel that the National Guard will undergo a professional and physical testing during this month, and everyone who does not pass the test will be released from duty.
