The ODIHR mission will be led by an American election expert, who goes
on the same line with the concern raised and made public by the United
States of America regarding the June 23rd elections.
Conny McCormack will replace the British Audrey Glover, who had been leading the election commission since 2009.
The United States expert that will lead ODIHR in Albania is renowned for her 25-year-old service and has a great contribution in the improvement of the legislation of the voters’ registration and veritication.
This specialization has apparently been decisive for sending her as the leader of the observing mission in Albania, where these problems have not only been present, but have also affected the electoral result.
However, ODIHR has been contracted by the OSCE Parliamentary Assembly in a joint monitoring mission, which means that the biggest responsibility of the final report for the elections goes to the OSCE Parliamentary Assembly, led by the Austrian Wolfgang Grossruck.
Despite the fact that the United States expert will lead a long-termed mission, the final report will be planned by the short-term mission of the observers, which is under the Parliamentary Assembly of the OSCE, led by Austrian Wolfgang Grossruck.
He is known for supporting the Democratic Party and the Albanian opposition has called him as the person who influences in the final reports for reducing the problems of the Albanian elections. Grossruck has delegated his friend, Roberto Battelli, as head of the short-term mission for the June 23rd elections.
The Slovenian Parliament Member of Italian origin has been leading the Treasury of the Parliamentary Assembly at the OSCE, and the suspicions about his close relations with Grossruck are added even more after Battelli visited Albania in 2010 and declared to be in favor of the evaluation made by Grossruck about the Albanian elections in 2009, which he considered regular.
Battelli made his support to Grossruck public on the OSCE website, after meeting The Albanian Prime Minister, Sali Berisha. Roberto Battelli has been appointed as the person who will announce the preliminary election report on June 24th.
OSCE-ODIHR has decided to bring a high number of short-term and long-term observers for the June 23rd elections.
