The Vlora Thermo-Central, an investment that set Albanian taxpayers 130 million USD off, but that was never activated, will be given to private operators.
The Ministry of Energy has opened the bid on December 31st, to give the 97 MW thermo-central in concession for 20 years.
The private operator will have to pay 58 million EUR to repair the thermo-central damages and to change the energy production system from diesel-based to gas-based, in order to reduce costs.
The concession underlines that the ownership will remain to the government, but the winning company will exploit it for the next 20 years, selling the produced electricity to the state or to the free market.
The Ministry doesn’t guarantee to purchase any energy that may be produced by the private owner, but sources from the Ministry say that they will look for the first offers first, before negotiating such conditions.
