The National Entity of Housing will buy apartments for the homeless
families from construction companies that have been unable to sell them,
or for apartments that were given to banks for unpaid loans. But they
will be bought with the cost that the entity would have to build them,
not with the market price.
“We want to use those apartments that have been blocked for several reasons, and that have an almost equal price in the market with what the National Entity of Housing would have to build them. The number of houses will depend on the size of these apartments and the structure of apartments that will be available. Certainly, it will be within the cost. The construction cost differs from town to town, but it’s usually between 33 thousand or 35 thousand ALL per square meter”, declared the Director of the Entity, Doris Andoni.
The entity receive a 100 million ALL fund in 2014 for the purchase of apartments in the entire country. According to the information that has been gathered so far, Durres has a huge number of unsold apartments. Doris Andoni says that in a second phase they will decide how these apartments will be later sold to the homeless.
“The purchasing process is one of the aspects of this program. The second phase is that of defining the procedure through which we will distribute them. How to chose the families that will profit, and how will these houses be offered to citizens. Will there be an immediate purchase with installments, a monthly payment, or will they be held in stock so that we could rent them in cases of emergency”, Andoni declared.
There have been 17.000 families registered as homeless in 2009, belonging to different categories. Their number might be even higher, taking in consideration the families that were added to the list due to the Normative Act for returning the property to former owners.
There are 20.000 unsold apartments in Durres, Tirana, Vlore and Saranda.
