Government responds to IMF request for transparency on concessions

The total value of concessions given by the Albanain government to private enterprises has reached 4.2 billion EUR.

After requested by the IMF, the government has published for the first time the proportions of the concession industry.

The law says that the limit for all Public-Private-Partnerships should be 36.3% of the GDP.

The Ministry of Finances says that the 36.3% of the GDP displays the entire stock of concessions, including the total value of investments for hydropower plants, service contracts for their entire agreed duration and the total value of other public works, such as roads and aqueducts.

The government doesn’t specify what part makes a fiscal risk, but they specify the sum that will be paid by concessionaries during the next year.

According to the draft, in 2018 the budget will pay 60 million EUR for concessions, 2% of the annual budget revenues. The law allows the government to pay up to 5% of the revenues for concessionary services.
