The government collected 19.7 billion ALL less than the budget plan.
Official data from the Ministry of Finances show that most of this is
due to the excise, the income tax and non-fiscal revenues.
When the revenues are lower than the plan, the government can compensate it by raising the public debt or by reducing the spending. Data show that the government has chosen the latter, by reducing spending more than what they have failed to collect.
Spending for 2015 are 25.8 billion ALL lower than the budget plan, but what were the elements that compensated the gap? Official financial data show there are three categories that have kept the biggest weight: the special funds, which includes pensions and health care insurance, local government spending and economic welfare.
The Ministry of Finances say that the spending for pensions and for the health insurance were realized with 6.8 billion ALL less than the plan. The local budget spent 9 billion ALL while social transfers were 3.9 billion lower.
Besides these categories, which are mainly addressed to the categories in need, another element with lower spending are the public investment plans, which will have 14 million ALL less.
