After the accusation for blocking the Kosovo-Albania power line
construction, another government tender is surrounded by shadows of
scandal, this time for the national license, officially declared by the
Ministry of Finances on May 21st.
Through a letter sent to Prime Minister Berisha and the Minister of Finances, Ridvan Bode, one of the participant companies, the Greek “Intralot”, accuses the Ministry of Finances of following suspicious procedures for favoring a preset winner.
The letter signed by the Executive Director, Constantinos Antolopulos, executive director, says that the government is limiting competition through the procedures it is following.
The conditions set by the Albanian government leave no space for an honest race.
Antopulos writes in his letter that “the current process is limiting competition by setting qualification criteria that are unique throughout the world and which exclude all companies with good abilities and experience in this area”.
But beyond the suspicions for a preset winner, and the intentional limitation of competition, the Greek company owned by Sokratis Kokalis says that the tender is against the interests of the public and government budget, because the government has placed a ridiculous price.
“To our biggest surprise, we say that the tender criteria do not include the license fee or any other price element. The fee is fixed in a low level, without any reason, if compared to similar licenses around the world. I can guarantee you that if you will include the evaluation criteria in the price, your budget will cash a bigger amount of revenues than the one that is currently set”, the letter of Antopulos says.
In these conditions, the Greek company with a long experience in state tenders asked the government to postpone it.
“In order to avoid a fragmentized process that will result with a limited number of offers, due to the criteria, and that will cause considerable losses to the government’s budget, i would suggest to postpone the tender and reconsider the evaluation and qualification criteria through an open process for the public”, the letter concludes.
