Germany, work visas for Balkan immigrants?

The Social Democrats in Germany propose working visa for Western Balkan,
as maybe the only way to reduce the number of asylum seekers from these
countries.
Some Christian Democrats have also supported the idea, such as the Prime Minister of Hesen, Volker Bouffier, who says these visa can help those in need.
But how can be this realized? The German government says that asylum is the wrong way for immigrants. Albania, Montenegro, and Kosovo are listed as safe countries, so that asylum seekers can be returned as soon as possible.
The proposition will be reviewed in September.
