German Ambassador: “Judiciary reform and elections, conditions for EU accession talks”

The German Ambassador to Tirana, Susanne Schutz, said that the
implementation of the judiciary reform, the Vetting Law,
Decriminalization Law, Free and Fair Elections are important steps for
opening the EU accession negotiations.

Schutz referred to the accession of Rumania and Bulgaria in 2007 as rushed. Hence, the EU and Germany will be careful with the accession of other countries in the region. They will wait for concrete evidence for punishment of corrupted officials in all levels.

When asked by Top Channel about using electronic voting in the June elections, Schutz said:

“The Parliamentary elections will have a decisive role for opening the accession negotiations. I am not an expert on electoral processes, but I see it technically impossible to realize them by June. I want to mention that in Germany, the Constitutional Court brought back the traditional voting because if elections are contested, it is more possible to recount physical ballots. This voting method may be applied in elections after some years, after it is implemented as a partial project in some areas. For these elections it is important to have the funding of parties transparent, to avoid vote manipulation and to keep a decent role of the media”, said Susanne Schutz, Ambassador of Germany in Albania.
