Fule: Debate is made in Parliament

The Commissioner for Enlargement, Stefan Fule, presented the Enlargement
strategy of the European Union for this year, and the respective
progress reports for the Balkan Countries and Turkey. In the last
conference, the outgoing Czech Commissioner summarized the progress of
every country during his five-year mandate.

“Albania received the candidate status in June, after its achievements with the reforms were recognized. The country needs planning and consolidating the reforms for fulfilling the integration challenges in a stable and all inclusive way. Both parties, the government and the opposition, must hold their debate peacefully in Parliament”, Fule declared.

“Leaving the Parliament is an important political message, but it doesn’t bring a solution to the issue that caused this decision. We can certainly say that it is the government the one that should create the conditions for the majority to exert its functions. There is a Constitutional Court decision in Albania for establishing a parliamentary investigative commission for important issues. Although delayed, this decision should be implemented. We have also underlined that the opposition should play its role in Parliament and this role should be more than constructive. We have said it even before that the European agenda requires the majority and the opposition to take together the right step in the right direction”, Fule declared.

The findings of the report made the “friends of enlargement” happy, as Fule called the MPs of the Foreign Commission, where he presented the EU strategy.

“The parliamentary boycotts in Albania and Macedonia, and the problematic post-electoral situation in Kosovo are still concerning. The integration process requires consensus from the entire political spectrum, together with an efficient work in Parliament. Boycotts are not productive and only delay the process”, declared Eduard Kukan.

In the document for Albania, the word “progress” is mentioned more than 70 times. Albania is congratulated for the determination shown in implementing the reforms, especially for the political criteria, but the preparations for starting the negotiations are considered still in the initial phase.

There is some progress with the economic criteria, the competition areas, the financial services, freedom of movement for workers, monetary policies, statistics, employment, sociali policies, policies of enterprise and industry, infrastructure, regional policies, education, judiciary and basic rights, customs, financial control, corruption and organized crime.

There is seen further progress in the areas of security, freedom and justice during this year. A limited progress is seen with the intellectual property, science and research, environment, consumer protection, foreign relations and defense policies.
