The program Fiks Fare denounced on Monday evening the actions of the Municipality of Dibër, which it has given 4 tenders for an irrigation which has not been put into operation yet.
A citizen complained that a 30-year-old irrigation canal near the city of Peshkopi has not been functional. The canal used to enable the irrigation of agricultural lands in the Dobrovë neighborhood in Peshkopi, while the Municipality of Dibra has so far made two tender procedures for its rehabilitation.
According to the citizen, some companies have done works in it, but the works are poor, incomplete and the canal has been destroyed.
Fiks Fare reporters looked closely at the irrigation canal and showed through footage that in one place there is collapse from the hill. The firm has installed a plastic pipe which is pressed by the materials fallen on it and does not allow water to pass from one side to the other.
In another section, near the city cemetery, where according to residents, the canal is not made sloping to allow water to pass, but the water bounces back.
Fiks Fare has provided the documents of the two tenders, which where held initially in 2018 for the amount of 2.5 million ALL. The winning firm had to make the channel in 20 days. Meanwhile, 1 year later in 2019, the Municipality of Dibra opened the same tender for the rehabilitation of the irrigation canal Lixha-Lagja Dobrovë, this time with a limit fund of 7 million ALL.
The winner was announced the company Kevin Konstruksion for a value of 5.6 million ALL. Again the deadline was 20 days… but, although over 8 million ALL were spent, there is still no water on agricultural lands.
