Companies losing state companies’ tenders are turning into allies of the SPAK special prosecution, which is using their frustration as a card to investigate corruption.
Such a formula was also used to arrest and charge Thoma Gëllci, former director of state television network RTSH.
SPAK accuses former director Gëllci abused his duty power with the procurement procedure for the purchase of equipment for the ‘RTSH Agro’ channel, with a limit fund over 860 million ALL and of mismanagement with a contract that was not implemented within 45 days of signing.
SPAK counts the suspected violations by the former high official with the disqualification of Eurokontakt LLC, declaring the operator TBS 96 winner of the tender, even though it did not meet the criteria.
The investigated Gëllci, according to SPAK, is suspected of having conducted a tendering procedure 1 year before receiving the approval from the regulator AMA and two years before the start of operation of the new television channel.
