Former ODIHR chairwoman says electronic coting takes more time than 5 months

The former Chairwoman of the OSCE-ODIHR mission, Conny McCormak, said
the opposition’s request to postpone elections for this reason is
unprecedented.

“I think this process needs time, needs experiments with pilot projects, so that it can be successful. You would need more time to succeed with such a complicated subject as electronic voting”, she said.

“My role is not to try and make others think the same way as me. This is my opinion, based on my experiences with countries which spent millions trying to implement digital voting, such as Brazil. India and Ireland, and then went back to the traditional manual method. The law needs to be tested in pilot areas, to verify complications, costs, profits and obstacles. Your law foresees electoral commissions, made of political party members. It is important that these commissions are independent, because the electoral process is complex. But involving new technologies in the last minute would break this process. This is why the time factor is essential”, she said.

Conny McCormak: I would not suggest any country to postpone elections. This is not for me to say. It is up to the government.
