The former Director General of the Road Authority, Andi Toma, is facing
other troubles with justice five years after he was investigated
together with former Minister Lulzim Basha for the Durres-Kukes case.

This time, the former Director General of Roads is suspected of power abuse with the signed payments for the construction of the new road ring in the capital.

Unofficial sources said for Top Channel that this ase is being investigated by the task-force Unit of the Tirana Prosecution, and that the documents show that after several companies bid the project and brought their balances, Toma’s signature has guaranteed their payment before investments had even started.

26.100.000 ALL were paid on June 19th and 20th 2013, when this was a competence of the Minister of Finances and not of the former Director.

On the same month, Toma has ordered the payment of 20 million on June 3rd,  and another 25 million after some days. The Prosecution says that the same procedure has been used in the Berat Road, with 30 and 7.5 million ALL.

Other officials of the Road Authority are being Prosecuted, the former Vice Director General, Skender Cota, and the former Director of the Technical Directory, Lefter Kostenja, who are accused of having accepted investments in two standards.
